By being the thing that gets damaged. The film is a clear layer over the surface, and scratching, etching and marker pens land on it rather than on the pane beneath. The glass is left unmarked, so putting the damage right means removing one layer and fitting another. The principle is well established outside window film: transit operators fit sacrificial panels over vehicle glazing precisely so that any damage is limited to the panel, which is replaced at low cost instead of replacing the whole window assembly.

That depends on the surfaces, how many of them are affected and who is doing the work, and it is the dealer who can answer it. They are an independent business with their own schedule. It is worth asking early, because the value of a sacrificial layer is tied to how quickly a marked one can be swapped: rapid removal of graffiti has been shown to reduce how often it recurs.

The cost of graffiti on glass is rarely the cleaning. It is the pane, the frame, the fitter and the hours the frontage spends boarded. A sacrificial layer moves the damage off the expensive part and onto the cheap, replaceable one. Transit operators fit protective panels over vehicle glazing for the same reason: the panel absorbs the vandalism, and renewing a panel costs a fraction of renewing the assembly around it.

The names get used loosely, and it is worth pinning down which one a quote is for. Anti-graffiti film is a surface product: it takes the marking and abrasion, and is then replaced. Film sold as anti-vandalism or security is doing a different job, holding glass together when it is struck. Ask which of the two you are being quoted for, and what the manufacturer publishes about it.

It is meant to come away. That is what makes it sacrificial rather than permanent: the layer is lifted, a fresh one goes on, and the surface underneath is not altered by having had it there. What that involves in practice, on your surfaces and at your site, is a question for the dealer who supplies and fits it, and worth agreeing before the film goes on rather than after something has been marked.

Less than replacing glass would, which is much of the point of it. Beyond that, the honest answer is that it depends on the site, the surfaces and how the work is scheduled, and that is the dealer’s call rather than Kepler’s. Raise it when you get your quote, so the work is planned around your opening hours rather than the other way round.

For a one-off, you probably should. The case for film is repetition: once a frontage has been marked more than once, the arithmetic changes, because you are replacing a layer each time rather than a pane. Scratching and etching in particular go into the surface rather than sitting on it, and that is exactly the damage a sacrificial layer is there to absorb.
