West Virginia lets you tint your front side windows down to 35% light transmission, and does not apply that light-transmission figure to the glass behind the driver on an SUV or van. Here is the whole rule in plain terms, and the Kepler shades that stay inside it.

Running tint that is too dark is a misdemeanor in West Virginia, and a conviction carries a fine of not more than $200 under section 17C-15-36a. The bigger cost is usually the film itself. You paid to have it fitted, you pay again to have it stripped, and you pay a third time for a shade that is legal. Getting the number right first is cheaper.
Film that has to come off rarely comes off cleanly. Adhesive stays behind, and a rear window's heating lines sit on the very surface you have to scrape.
West Virginia sets one number at the front - 35% light transmission - then treats cars and larger vehicles differently behind the driver. Reflectivity is capped at 20% either way, and red, yellow and amber film is out.
Passenger Vehicles
If you drive a sedan, coupe, convertible or hatchback, 35% is the number everywhere. The front sides, the rear sides and the back glass all have to let at least 35% of light through. Tint anything behind the driver and the car needs both outside mirrors.
A non-reflective tint / sun strip, is allowed 5 inches from the top as long as it does not go past the AS-1 line on your windshield.

SUVs, vans, pickups and minibuses get more room. The 35% limit still applies to the front side windows beside you, but West Virginia's light-transmission rule does not reach the glass behind the driver on those vehicles. The 20% reflectivity cap still applies there, and tinting behind the driver means the vehicle needs an outside mirror on each side.
