Utah's tint rule sits in the vehicle equipment part of the traffic code, alongside the rules on windshield wipers and on signs or objects that block the driver's view. They all deal with the same thing: what the driver can see. That is why the limits are tightest at the front, with 70% on the windshield and 35% on the front side windows, and why there is no darkness limit at all behind the driver as long as the car has a rear-view mirror on each side.

Side glass is usually straightforward. Not for heat. Darkness controls how much visible light comes through the glass; most of the heat you feel is infrared, and stopping that is a separate job for the film.
