Virginia measures the glass and the film together, so what you can legally have depends on the vehicle as much as on the film. Front side windows must still let through at least 50 percent of the light and the glass behind the driver at least 35 percent, though pickups and vehicles meeting the state's multipurpose passenger vehicle definition may go darker in the back. Film may not reflect more than 20 percent of the light or produce a holographic or prism effect, and it is only permitted on a vehicle with a mirror on each side. Where a physician or optometrist confirms a medical need, the DMV can issue a written authorization to keep in the car.
